Kaji Semula 72 Tapak TKPM Untuk Tingkatkan Penghasilan Makanan, Jangan Membebankan Rakyat Dengan Kenaikan Harga Makanan

 

Di Kota Bahru, Harga ayam yang dahulunya RM3/kg sekarang naik sehingga RM7/kg . Di Kedah, harga sayur seperti cili, tomato, kacang buncis dan daun sup naik antara RM1 hingga RM3/kg . Kenaikan yang sama turut dikesan di Perak dan Selangor.
 

Kisah yang berlaku kebelakangan ini telah membuktikan bahawa kenyataan saya bertarikh 21 April 2020 itu benar . Dalam kenyataan tersebut, saya telah menegur kerajaan yang bersikap tidak serius menangani jaminan makanan dalam negara kerana tiada pelan tindakan menggunakan Dana Jaminan Makanan bernilai RM 1 billion, dan juga memberi amaran bahawa kemungkinan berlakunya krisis bekalan makanan dan kenaikan harga bagi hasil tanaman.
 

Inilah satu kesan apabila kerajaaan Perikatan Nasional gagal menjamin keselamatan makanan. Sepertimana peringatan saya sebelum ini pada bulan lepas, kehidupan rakyat akan jadi lebih susah akibat risiko kenaikan harga bekalan makanan secara mendadak.
 

Kegagalan kerajaan dalam menangani masalah rantaian bekalan semasa Perintah Kawalan Pergerakan (PKP) telah mengakibatkan petani mengambil tindakan mengurangkan hasil pertanian. Kini, permintaan barangan basah masih sama ataupun akan meningkat menjelang musim perayaan. Selain itu, kerajaan Pahang telah meningkatkan kos sewa tanah pertanian di Cameron Highlands dengan kadar 500% pada Feb 2020 juga menambahkan lagi beban petani dan mengakibatkan kenaikan harga sayur-sayuran secara tidak langsung.
 

Oleh itu, peningkatan harga barangan basah turut berlaku dan keadaan ini bertambah buruk kerana kuasa rakyat untuk membeli turut merosot ekoran ramai yang menganggur, hilang pekerjaan ataupun gaji dipotong. 

 

Di sini, saya menegaskan sekali lagi bahawa kerajaan perlu memandang serius isu jaminan makanan negara dengan mengambil kira cabaran kemelesetan ekonomi negara berikutan impak penularan Covid-19. Kerajaan harus mewujudkan peluang pekerjaan dalam sektor pertanian dengan menghidupkan penggunaan tanah kerajaan yang terbiar atau tidak produktif.
 

Sehubungan itu, 72 tapak Taman Kekal Pengeluaran Makanan (TKPM) yang dimiliki kerajaan perlu dikaji semula keberkesanannya dan tamatkan kontrak sewa pengusaha yang tidak berdaya saing serta tidak mengusahakan tanah itu sendiri. Kontrak sewa patut diberikan kepada petani-petani yang tulen bagi meningkatkan pengeluaran makanan.
 

Perdana Menteri yang mengetuai Jawatankuasa Kabinet Mengenai Dasar Sekuriti Makanan Negara sepatutnya menumpukan perhatian sepenuhnya untuk menggubal dasar bagi menjamin keselamatan makanan, dan bukan sibuk berpolitik mengukuhkan kedudukan serta menjatuhkan kerajaan-kerajaan negeri dalam waktu ini.

Review 72 TKPM To Protect Food Security, Do Not Burden The Rakyat With Food Price Hike

 

News regarding the price hike of chicken and vegetables have been widely published by media lately. It shown that the government has failed to ensure the food security within the country. As I have warned earlier last month, livelihood of rakyat will be severely impacted by the soaring food price.

 

In my press release dated 21th April 2020, I have rebuked the government of being not serious in addressing food security issue as lacking action plan using the RM1 billion Food Security Fund. I also reminded the possibility of food price hike.

 

The government’s failure to address the food supply chain during the Movement Control Order (MCO) period has caused farmers taking necessary action to reduce their production, without anticipating that the demand for food and fresh produces will increase during festive season like now. In addition, the Pahang State government has increased the agricultural land rental by 500% at Cameron Highlands in February 2020, which will burden the farmers and increase the price of vegetables and produces eventually.

 

As we can see now, the rising prices of food have taken their toll on consumers and the situation has worsened as the purchasing power of people has declined due to unemployment, job losses and wages cut.

 

Again, I reiterate that the government should take the National Food Security issue seriously in the light of the economic challenges faced by the country following the impact of Covid-19 outbreak. The 72 government-owned Permanent Food Production Program (TKPM) sites should be reviewed. Its effectiveness should be scrutinized, and the contracts of the incompetent operators as well as those do not cultivate the land itself, should be terminated. The rental contract should be granted to genuine farmers to increase food production. In long term, It is not too late that the government should create employment opportunities in the agricultural sector by turning idle or unproductive land for agriculture purpose.

 

Instead of busying with his political game and overthrowing state governments, Prime Minister Tan Sri Muhyiddin Yassin who heads the Cabinet Committee of the National Food Security Policy should give full concentration on formulating policies to ensure better food security, at more affordable price to the rakyat.
